Here, I’ll make one up. Women in Japan make those sounds because Japanese sexual culture revolves around rape more than other countries.
But seriously, women are seen childlike, innocent objects more often in Japanese culture. Women in that particular group are practically dying to look like virgins who know nothing about sex, because apparently men love the idea that we are all blubbering smooth skinned idiotic babies who like whatever men do to us.

I wouldn’t judge anything or anyone by what you see in pornography, moaning etc may be exaggerated or even faked.
I like that you decided to ask this question here. I wonder how many gender studies have really been conducted on the "squeely moany rape" sounds eminating from women in Japanese porn. You might make this your Doctoral thesis. If pressed for an answer, I would conjecture that, since it is porn, it is probably what is most likely to turn on the Japanese male porn-buying clientele. Why that is a turn on for them is anyone’s guess.

I asked the same question to a Japanese friend. She told me they do that because in that culture women should appear submissive and let men rule. This also applies to sex, where the woman must always show shy and reluctant and those "painmoans" they do indicate the power of the men inside them and their "apparent unwillingness" to be penetrated, that after becomes pleasure.
